May want to check this site out, it's an article on Ideal Homes (in Oklahoma) 1600+ sq ft brand new home they built that was "zero energy" meaning it produced as much energy as it consumed. It was an off the shelf design and cost under $200,000. It can also be built as a ICF(insulated concrete form) home that would also provide added energy efficiency, fire resistent, withstands up to 200mph winds, soundproof, flood resistent, etc. Here are ways to become "green" that other cities are doing.
